INVITATION TO BID for Airport Improvements To Include: Pavement Crack Repair and Apply Pavement Markings At the Bethel Regional Airport; Bethel, Maine Sealed bids for Airport Improvements at the Bethel Regional Airport will be received by the Town Clerk, Bethel Town Office, 19 Main Street, PO. Box 1660, Bethel, Maine, 04217-1660, until Thursday, April 25, 2019, at 2:00 PM. local time, at which time and place al bids will be publicly opened and read aloud. Bids submitted after this date and time will not be accepted. Bids must be submitted in a sealed envelope clearly marked as: DO NOT OPEN SEALED BID 2019 Airport Improvements Crack Repair and Pavement Markings Bethel Regional Airport Bethel, Maine AIP Project 3-23-0008-x-2019 The proposed work includes but is not limited to: crack sealing and bituminous pavement patching: application of pavement markings; and incidental related work. The contract performance period for completion of the contract is 14 calendar days from the effective date of the "Notice to Proceed Prospective bidders are strongly encouraged to attenda pre-bid project informational meeting scheduled for Thursday, April1, 2019 at 10:00 A.M. local time at the Bethel Regional Airport Terminal Building. 113 North Road, Bethel, Maine, which will be followed by a project site walk. Contract Documents in plf format will be available on or about Thursday, April 4, 2019 via a dedicated project FTP site, hosted by the Engineer, Stantec Consulting Services Inc. To be eligible to bid on the project and to gain access to the project FTP site, bidders must register by sending an email to [email protected] (subject line: Bethel Regional Airport Crack Repair), with the following infomation: Naine . Contact email address A return email will be sent to the prospective bidder with credentials to access that FTP site where drawings, specifications, and proposal documents can be downloaded, free of charge. A plan holders list will be maintained by Stantee, and the list, along with any addenda, will be posted to the project FTP site Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid Proposal. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Town of Bethel. Bids submitted without security will not be considered. Construction under this contract will be funded by Federal Grant under the Airport Improvement Program (AIP), with participation by the State of Maine Department of Transportation and the Town of Bethel (Owner). Award of this contract by the Town will be contingent upon receipt of federal and state funding under the AIP Program Wages paid to employees must comply with the minimum established by the U.S Department of Labor Wage Determination for Oxford County, Maine, Reference is hereby made to the following federal provisions that are incorporated in the project contract: Affirmative Action Requirements; Buy American Preferenee Foreign Trade Restriction: Davis Bacon Wae Act: Government-wide Debarment and Suspension Provisions; Provisions for Recovered Materials; and Provisions for Anti-Lobbying of Government Employees. The Town of Bethel, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 USCS 2000d to 2000d-4)and the Regulations. hereby notifies all bidders or offerors that t will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Town of Bethel has an approved Disadvantaged Business Enterprise (DBE) program for airport improvement projects which the successful bidder must comply with. A copy of the program may be reviewed at the Town Office during normal business hours. Specific DBE goals for this project are listed within the Bid Proposal Documents. The Town of Bethel reserves the right to reject any and all proposals, to waive any technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the Town.
