NOTICE OF AVAILABILITY The Northern Border Regional Commission (NBRC) has independently reviewed the following Environmental Assessment (EA) prepared by the Rumford-Mexico Sewerage District (RMSD), in conjunction with the U.S. Department of Agriculture (USDA), completed in September 2021: Main Wastewater Treatment Facility (WWTF), Pump Stations, and Collection System Improvements (hereinafter "the 2021 EA"). NBRC has determined that the proposed action analyzed under the 2021 EA adequately covers the Proposed Action under consideration by NBRC, and the information and analysis presented in the 2021 EA are still accurate and sufficient. NBRC has chosen to adopt the 2021 EA prepared by RMSD and USDA for the Proposed Action. The adoption of another agency's final EA is permissible under 40 CFR 1506.3, for the purpose of the elimination of duplication. Application #: NBRC-22-0055/NBRC22GME02 Applicant: RMSD Project Title: Maine Wastewater Treatment Facility, Pump Stations, and Collection System Improvements Location: 228 River Road and 16 Dix Avenue, Mexico, Maine Project Description: The NBRC-22-0055 Proposed Action is for comprehensive upgrades to an existing wastewater treatment facility ("Main WWTF") and to one existing pump station ("Dix Avenue Pump Station"). The comprehensive upgrades include replacing and constructing new components and removing and demolishing old components of the WWTF and the pump station. Findings and Adoption of EA: Based on the analysis presented in the 2021 EA, NBRC has determined that funding the comprehensive upgrade of the existing Main WWTF and Dix Avenue Pump Station would not have a significant impact on the human or natural environment. The determination of a finding of no significant impact (FONSI) is consistent with what is presented in the 2021 EA and USDA's determination. An environmental impact statement will not be prepared.
